Retention / Promotion
- Round 2 - January 2000
- Students are rated in one of 4 classifications:
- Advanced - Exceeds standards
- Proficient - Meets Standards
- Basic - 2 years to move into Proficient Level
- Below Basic - Retention if still below basic after multiple
interventions
- Kinder & 1st
- Promotion based on progress in literacy
- Parents, teacher and administration must agree to repeat
either Kinder of 1st Grade as a result of a Student Study Team
Meeting
- Retention Document must be filed in Cum Folder
- Promotion for students in Grades 2 & 3 will be determined
by their ability to meet their grade level exit criteria for
reading in Spanish.
- Promotion in Grades 4-6 will be based on multiple measures
in Reading, Language Arts & Math in English.
- In 4th grade, any student whose
English scores result in being considered "Below Basic"
will have their criteria considered in Spanish to see if they
have a higher score that would move them into the "Basic"
category. This is because in a biliteracy program we do not expect
Grade Level proficiency until 5th grade.

There will be NO
District Criterion Reference Scores used this year in the Promotion/Retention
Process
- Having concluded that this student
is Below Basic and because the student is not yet in 5th grade,
we then look at his/her assessment info in Spanish. If these
results put him/her above the level of Below Basic, then his/her
overall status will be changed to Basic so that he/she can move
to 5th grade. He/she will have his/her 5th grade year to improve
his/her status to Proficient in English. However, if his/her
criteria in English do not move him/her out of the Below Basic
level, he/she will be retained in 5th grade.
- This student will be retained if:
- Interventions don't move student
to next level.
- Teacher determines in writing that
retention is not appropriate intervention.
Parent Notification
- Week 6 - Parents are to be provided
with a list of people to call should they have concerns about
their child's progress.
- 2 Weeks after end of first quarter
(with report cards) parents of students at risk of being retained
are notified in writing.
- Conference must be scheduled with
teacher to plan interventions and document decisions in writing
that will resolve problems.
- At end of 1st semester,
if child remains at risk of retention, a second conference will
be held to discuss other options/interventions. Again, written
documentation will be given to parent. These documents will remain
on file at school.
- January thru June: Monthly contact
with parents to inform them of child's progress.
