Alianza Procedures Index:
1. Attendance
> IMPORTANT! A daily count of the number of students is required in order to determine the amount of financing Alainza will receive. This is computed on average daily attendance (ADA). For that reason, it is important that records be kept accurate and up-to-date. Attendance however, can also illustrate the feelings and attitude students have developed toward their class, their school, or education in general. Evaluations of programs often include the statistics of daily attendance per classroom for the purpose of evaluating the school atmosphere and student attitude. It behooves us then, to give this item our attention not only as a clerical task, but as a challenge to make our school program so interesting they don't want to miss a day!
Teachers are required
to clear absences daily.
Students who do not return
absence notes promptly may be referred for detention, per Alianza
Discipline Referral system. Please make this a daily responsibility
so that we can reduce the extra work that uncleared absences impose
on the office staff.
2. Attendance Problems
> Our objective is to make sure that student absences are
cleared daily.
> It is the responsibility of the teacher to clear absences
each week.
> Procedures for truancy (3 days or more, chronic absences,
etc.) are as follows:
>> Every quarter the attendance clerk will use the computer
to scan students to identify students who have been absent for
3 or >> The attendance clerk will complete an Absence Concern
form and mail it to the parents.
>> Chronic absentiism (1 day per week, 3-4 consecutive
days montly, regularly unexcused absences, etc.) should be reported
to office staff after initial phone contact has been made or
is attempted by teacher or aide.
>> Problem continues: Principal makes home visit and/or
sends written warning in the mail. (last warning).
>> Problem continues: Written truancy referral made
to CWA office.
3. Cafeteria Procedures:
> Money transactions for lunch tickets must take place before school.
> Each class must approach the Kitchen from the outside hallway, lined up in alphabetical order.
> Each class must sit at their assigned tables. Classes are responsible for cleaning their tables. The area on and around their table must be picked up and the table must be sponged.
> Each class must have two lunch table cleaners. One to
sponge off the table and another to sweep the floor under their
table.
> Balls and jumpropes may not be taken to tables. They must
be put on the stage.
4. Child Abuse:
> If you suspect a child has suffered some kind of mistreatment
in their home, YOU MUST report
it within 24 hours. You must:
>> complete a CPS form.
>> call and report to a CPS caseworker. Information and forms are available in the office. Phone 763-8800.
> If you suspect mistreatment has occurred somewhere else,
for instance at school, the incident must be reported to the POLICE.
If in doubt, REPORT! Better to err and report than to risk your
professional career.
> Please understand that if it is reported that a staff
member has mistreated a student, we are obligated to reprt the
incident to the POLICE. KEEP YOUR HANDS TO YOURSELF.
5. Cum Folders:
> Maintaining complete CUMS is the responsibility of the
classroom teacher. The home room teacher is responsible for assuring
that required documents are completed and filed as appropriate.
CUM's may not be removed from the office area. Information in
the cums is CONFIDENTIAL and may not be shared with other parents
or non-school staff.
6. Daily Patriotic Observance
> A Daily Patriotic Observance is
required to be done daily in your classroom by State
Education Code. District Policy REQUIRES
that this be the Flag Salute. Please see the principal immediately
if this policy will not be implemented in your classroom.
Wednesday Morning Flag Salute Procedures
1. ALL LINE UP at 8:55 bell. The teacher is required
to supervise each class. All school staff members are requested
to participate in the flag salute.
2. ALL READY at 9:00, students are to be in line, and
quiet, by class.
3. FLAG SALUTE led by the principal. Language will alternate.

justice for all.

7. Field Trip Requirements
> FIELD TRIP PROCEDURES
From the District:
Taking a Field Trip with your class is one of the most effective
tools we have in education today and we want these trips to be
fun, educational and safe for our students. Like all school districts
we have forms for all occasions, along with procedures and guidelines
to follow.
- 1. For all Field Trips, a Field
Trip Authorization Form must be completed and submitted
to Risk Management at
least five days prior to trip.
However, I would recommend you submit it sooner if the transportation
being used is an airplane, or if you will be leaving the state.
Field Trips that take our students out of state, require Dr.
Casey's approval and signature, therefore, it's a good idea to
get them to the District Office long before you undergo the expense
of obtaining plane tickets, etc. (Out of the country requires
School Board approval)
- > Please submit a "Field
Trip Authorization Form" to
the principal at least TEN WORK
DAYS prior to any planned trip off
site. List chaperones (ratio of 1 adult - 10 students).
FAILURE TO HAVE THIS FORM APPROVED BY THE PRINCIPAL AND SUBMITTED
TO THE RISK MANAGEMENT OFFICE AT LEAST
5 DAYS IN ADVANCE WILL REQUIRE CANCELLATION OF TRIP
AND LOSS OF ANY MONEY THAT HAS BEEN PAID IN FEES.
- > Make sure that the trip ties into your class curriculum,
has objectives, and includes lead-up and follow through activities
in the classroom. YOUR REQUEST SHOULD INCLUDE A REFERENCE TO
THE APPROPRIATE SECTION IN THE SCHOOL PLAN. FAILURE TO HAVE THIS
REFERENCE WILL RESULT IN THE FORM BEING RETURNED TO YOU.
- 2. Find out whether the destination you will be visiting
requires any special written agreements or certificates. (Risk
Management obtains Certificates of Insurance for our schools)
- 3. A sufficient number of chaperones should be enlisted.
We ask you to have one chaperone per 10 students in most cases.
However, the younger the students, the more chaperones we would
like to have, or the more risks the trip has to offer, the more
chaperones you should get.
- Our insurance company doesn't like
any trip that involves water, but we take each trip into consideration.
If the teacher has taken all the precautions, enough chaperones,
written permission, etc. we feel comfortable with their choice.
It's pretty much a common sense thing. Would you want your child
to be with thirty other children in the ocean with five adults
watching from the sidelines? Probably not, and we don't want
that either.
- 3. Have the parents complete both the blue
Field Trip permission Form and the yellow/golden
rod Voluntary Excursion/Field Trip Notice.
- Both have to be completed until further notice.
- Every Field Trip must have these forms
- filled out for each excursion and
- carried by the teacher on the trip and
- saved for a full year from the date of the trip.
Procedures for local Field Trips:
- 1. If you require a bus for your transportation:
- fill out a bus request form and send it to the Transportation
Department.
- This also pertains to a charter bus.
- If you want to use any other bus service, you must contact
the Transportation Department for a charter service we use or
that has been checked out by either Ellie Gilbert or Jim Miller.
- 2. A volunteer driver may also be used to transport our students.
There is a Volunteer Driver Form that is used in this case. It
must be completed by the driver and signed by the teacher and
principle of our school along with copies of their insurance
and valid California Drivers License.
- Also, please remember:
- no vehicle may carry more than nine passengers,
- every one needs to wear a seat belt and
- children four years of age or forty pounds or under requires
a booster seat. (As of January 1, 2002 it will be 6 years and
sixty pounds.)
- In regards to staff as drivers, we ask for a completed form
and a copy of a valid California Drivers License only.
- > Order sack lunches through the Alianza office at least
two weeks in advance. If you fail to notify Food Services in
a timely manner, THE MEALS THAT WERE
ORDERED FOR YOUR CLASS WILL BE SAVED AND SERVED TO YOUR CLASS
THE FOLLOWING DAY.
- Have the office fill out bus request form as needed. Field
trips requiring buses should be planned well in advance.
- No buses available after 5/15.
- Phone bus requests will not be honored.
- Buses are billed at $20.00 per hour and $2.80 per mile.
- Cancellations must be received 24 HOURS in advance.
- Cancellations received less than 24 hours prior to the trip
will be charged 2 hours show up time + mileage, and will be the
responsibility of the teacher.
- Field Trip forms must include the following information:
- Itinarary,
- budget account numbers and/or organizations responsible for
payment,
- principal and/or necessary department administrator of categorical
programs signatures.
- As a matter of practice, Aides
should not go on Field Trips due to the disruption
of Si Puedo Reading Groups.
- If an aide must accompany you, please check with ALL teachers
that are affected and the principal
and obtain their agreement.
- IT IS THE RESPONSIBILITY OF THE TEACHER TO CHECK WITH ANY
TEACHERS WHO WOULD LOSE THE AIDES SERVICES. DO
NOT ASK THE AIDE TO DO THIS.
- Expenses that must be pre-paid (admission fees, transit passes,
etc.) should be handled as a Purchase Order request, at least
FOUR weeks in advance.
- A permission slip must be sent home for all field trips,
including walking trips. The standard PVUSD form must be used
and returned (copies OK) prior to the day of the trip. Students
failing to return the form will not be permitted to take part.
Phone "OK" is to be avoided. Arrangements for students
remaining should be made by the teacher before leaving for the
trip.
- Fieldtrips requiring volunteer drivers require completion
of Parent Driver Forms. Drivers must be licensed, insured, and
have one seat belt per student--9 students maximum per vehicle.
- Before leaving campus on a field trip, please drop by the
office and notify the staff of your departure and planned return
time. Make sure your trip is listed on Fieldtrip Calendar posted
in workroom near office. If any student(s) are not going on the
trip, you must give the office a list listing their names and
what class you have arranged for them to join for the day.
- Things to take with you:
- First aid kit (located in office and picked up same day).
- Field trip permission forms for each student participating.
- Parent driver forms for each driver.
- Sack lunches if requested. Pick up in cafeteria,
- On day of the trip, have attendance in the office before
leaving and write "sack lunches" on daily lunch form
to avoid reording of lunches.
- Fees may not be charged
for any field trip or activity during school time.
- Students MAY NOT be excluded
from field trips for any reason, including
discipline, unless recommended by parent.
8. Guests and Visitors:
- Staff members should inform the principal of any request
to visit the school. No staff member or student may bring a child
or adult who is not an Alianza student onto campus without notifying
the principal.
- Alianza alumnae who wish to assist in class must:
- check in with the office for a pass.
- present a note signed by their parent
- make arrangements with the teacher
- make arrangements with the Shari
9. Mandated Cost Logs:
- Each certificated staff member is required to complete a Mandated Cost Log when they are due.
10. Phone:
- Alianza's telephones are NOT for personal use, although it
is understood that it is occasionally necessary.
- Personal phone calls will be referred to your home unless
they are of an emergency nature.
- Do not give the school number out to doctors, lawyers, dentists,
auto mechanics, etc. with whom you do business.
- Do not expect the office staff to
serve as your answering service.
- If you must make a personal toll call, charge it to your
home phone by making the call through the operator or by using
your calling card. Toll calls for school business should be reported
to the secretary or logged into long distance log.
- Students are discouraged from using the phone except in emergency
situations.
- Students may not use the classroom phone to request to be
taken home without being assessed by the office staff first!
Only office staff may contact parents
for the purpose of having the parent come to school to pick up
their children.
11. Rainy Daze
- Recess: If the weather is questionable, you must lead your class to the yard and check to see if there is someone on duty. Each teacher has their own interpretation of what constitutes too wet....NEVER leave your students unsupervised or assume that someone will show up.
- But I really need a break! Solutions:
- Call Michael, Mary Jane, Alex
- Have your neighbor supervise both classes at once.
- Have an intervention teacher supervise the class.

12. Resource Center
Use
- Follow directions for the check out system. Place all check
out cards in the check-out box located on the brown table. Be
sure to write name and date on cards. Items excluded will be
materials that consist of duplicating masters or black-line reproducible
materials. These materials are not to be taken from the resource
center except for immediate use, and must be returned promptly.
Keep material pages in order and return to proper shelf.
- All resource materials can be checked out (with the exception
of Cave materials).
- When checking out materials that do not have a card or pocket,
use a disposable (yellow) card. You have to write in the title
or a description of the item,name and date.
- Return all items to the "Return Cart". Make sure
you label items with your name so we know who is returning them.
- Make sure items being returned are complete and/or in order.
If incomplete, please attach a note.
- When looking through items on the shelves, make sure they
are left orderly and in the proper place.
- When leaving the resource center remember to take all your
materials, including personal materials.
- All basic program and supplementary materials are housed
in the storage room next to the media center or book room across
from the library. Non-consumable materials need to be checked
out using the Checkout Card for Textbooks and Dictionaries.
- Take time to familiarize yourself with the materials in the
resource center. It could save you time when you're looking for
something specific.
- Any ideas or suggestions for the improvement of the resource/media
center will be welcome and considered.
- All A/V equipment must be checked out in the blue A/V binder
or it will be voided in the event someone else needs the equipment.
(Exceptions for those who have their overheads and boomboxes.)
13. Rules for the Management
of Money and Purchasing
- All financial transactions shall be conducted in a manner
consistent with district policy and procedures and ed. code.
If you don't know, ask! You will be held responsible.
- Any money collected by/from students will be processed by
the office. Money collected should be turned into the office
as soon as it is collected or at least by the end of the day.
- If you collected it and it is stolen, you are responsible
for replacing what was stolen.
- All purchases must have the advance approval of the principal.
If you do not have advance approval
the responsibility for the purchase will be yours.
- ALL purchases will be handled through the purchase order
process. Purchase orders are to be submitted to the office for
typing and approval, at least 3 weeks before items are needed.
- If you buy something without prior
authorization, you may not bee reimbursed.
- Accounts may be established for classes or teams, with the
principal's permission. These accounts are administered under
district policy by the school office.
- All fund raising projects must be coordinated and approved
by the Alianza Council. All proceeds must be processed through
the Student Body Fund Account.
- CASH OR CHECKS MUST BE KEPT IN THE
OFFICE SAFE AT ALL TIMES until bank deposit can be
arranged.
14. Students & Office:
- Students will not be allowed into the office without an
OFFICE PASS. Please use your judgement to limit the number
of passes given out to minimize office disruption.
- Students should not be sent to the nurse for calomine and
small scrapes and scratches. If necessary keep appropriate supplies
in room to deal with these. Students will be sent back to class
unless there are obvious signs of illness or they are running
a temperature of 99.4F or above.
- Students should never be sent to
office for time out purposes. Students should never be placed outside the classroom
for time out purposes. Instead, prearrange a system with a neighbor
so that the student can go for time out in another class.
15. The Bulletin &
Accents:
- THE BULLETIN will be posted on the Web by Monday morning.
It and ACCENTS will be composed on Thursday. Any submissions
must be given to Michael before NOON on Thursday.
- Teachers must become proficient in the use of the WEB and
EMAIL to get information from the office. Our goal is to reduce
substantially the amount of paper sent out of the offie. This
means you will need to do the following:
- Turn on your computer FIRST upon entering your room in the
morning.
- Arrange your EMAIL and WEB BROWSER to load automatically.
- POINT your BROWSER to the Alianza HOME page.
- Configure your EMAIL to check for messages automatically.
- >> You are responsible for
any information that is published by the office and distributed
electronically.
16. Weekend Access
- Weekend key sets are available in the office. When
you take a weekend key you assume responsibility for any costs
resulting from a false alarm that you set off.
- Steps to take:
- Obtain Weekend Key Set from Enrique.
- Upon arrival, enter the Alarm Box Closet and enter the code
number and press "ENT".
- Immediately enter office and call First Alarm @ 688-1111.
Identify yourself, tell them the CODE number (####) and tell
them how long you will be there. Tell them the exact time by
which you will exit the building and re-arm the alarm.
- Return to the Alarm Box Closet and leave a note indicating
(or use the sign in/out sheet) that you are on campus and the
time you will be leaving.
- Go about your business.
- When it is time to go: If you are alone on campus, lock up
any doors you might have opened (especially office doors), remove
your note (or indicate on the sheet) that you have left. If there
is someone else on campus, touch base with the person that appears
to be the last one leaving. Re-arm the alarm, and as you leave,
lock the gate.
- If you do not re-arm the alarm by the time you said you would,
First Alarm will call the district and/or the police, resulting
in a false alarm. Any charges made to the school will be deducted
from your school account.
17. Lunch Procedures
- Students should sit with their classes.
- Teachers should train their students to sit at a particular
table.
- Please train students to enter cafeteria from door under
covered walkway and to exit the cafeteria from the door next
to the stage.

18. Student Behavior
Discipline
- At Alianza, we believe a positive and orderly learning environment
is required for learning. Therefore we approach discipline and
behavior management in three ways:
- POSITIVE, Non-contingent reinforcement with the Alianza BLUIE
or AZULITO. Any adult may give these to students when they are
observed doing anything that makes Alianza a better, more pleasant
place to be. These should NOT be used
as class rewards for individual performance! Here
is what the students can earn with their Bluies:
- 1 Coupon: Pass to Front of Line; Alianza sticker; Tuesday
Raffle; first to pick play equipment in class.
- 2 Coupons: Alianza Pencil
- 5 Coupons: Alianza Pen
- 10 Coupons: Alianza Folder, Alianza Key Chain; Alianza Ruler
- 20 Coupons: Pizza Lunch with Mr. Jones; Mr. Jones Popsicle
Party.
- Positive discipline and conflict resolution techniques and
strategies are taught and used in the classrooms. The purpose
of this is to give students the resources to resolve their own
problems before school rules are broken.
- A school-wide discipline referral system:
- A student who breaks a school rule initiates a REFERRAL
FORM.
- When this happens outside the classroom the student receives
a CITATION.
- Yellow copy to student
- White copy would be put in the student's teacher's box.
- In the classroom this would mean that a student's name would
be put on the chalkboard, a card moved or whatever system the
teacher is using.
- Students DO NOT receive CITATION
forms in the classroom.
- The REFERRAL FORM process looks like this (as discussed at

- Each REFFERAL FORM has 3copies. When the student reaches
Step #3 the following should happen:
- WHITE Copy goes to Administator.
- If assigned detention, this WHITE copy must be in CENTRAL DETENTION FILE on top of the cabinet next to the hall door in Michael's office.
- It should indicate that you have contacted the parents (by telephone, signed Detention Notification Form or signed note) and that they know the student has detention. Do not submit a white copy if the parent has not been contacted.
- YELLOW Copy goes to student
- Attach to Detention Form if student assigned to Detention.
- PINK copy either stays with Teacher or is returned to teacher by administrator.
Direct Referral to the principal does not involve Central Detention.
- The student is sent to the principal with the ALL copies of the Referral Form.
- It should only be used in the event of a serious infraction of the rules, eg: a fight, weapon, sexual harassment, rascist action, etc.
- The Discipline Referral should reflect a progressive, controlled response to student misbehavior. Most cases of disruptive classroom behavior can be effectively addressed by the progression of steps. It should not be used as a result of frustration that intensifies because initial misbehavior was not addressed in the early stages.
- It results in a phone call to parents and may include one of the following consequences:
- Saturday School with the Principal
- After School Detention with the Principal
- Suspension at home
- Suspension at school
- Involuntary/Volutary transfer to another school
- Expulsion
Rules & Behavior Expectations
- Second Semester clarifications from
1/11/02 SBC Day - Discipline System Clarifications/Agreements:
- Hot Cheetos: Only the 39¢ small
bags
- Snacks at recess OK but only while
sitting on bench or picnic tables. Students may not walk around
with food.
- Food or lunches brought from home
may only be eaten in the cafeteria.
- No candy, gum or seeds on campus.
These will be confiscated to be retrieved by parents.
- Exception is made for food items
sold for fundraisers by classes after school (pizza, popcorn,
cookies, juice, etc.)
- Candy fundraisers: This candy may
not be consumed at school. If bought it must be put out of sight
in a pocket or bookbag.
- If prohibited food is wrapped it
gets confiscated.
- If unwrapped it is thrown away.
- The teacher is responsible for making sure students understand
the following:
- Alianza Community Standards:
- Rule #1 - Keep hands, feet and objects
to yourself.
- Rule #2 - Play smart and safe.
- Rule #3 - Treat others with respect.
- Rule #4 - Follow directions from any adult
employed by the school the first time.
- Do not play Kick Ball on the Hand Ball Board
- Do not play on top of the tube slide.
- Do not play or stand on top of the play equipment.
- Do not play Tag or Chase on the play equipment.
- Resolve problems with words, not fighting.
- Never go into the parking lot unless you have permission
from an adult.
- Never jump or climb over a fence.
- Never kick or throw any ball of any type through the air
on the blacktop.
- Never spit water or saliva at another person.
- Never throw or bounce balls in the hallways.
- Sexual Harassment will not be tolerated and will lead to
suspension from school.
- Racist comments will not be tolerated and will lead to suspension
from school.
- The rails and stairs around the flag pole are not part of
the playground and are off limits.
- Do not leave the supervised play area. Do not go on the other
side of the gym.
- In general, ask these questions if you
are not sure::
- Is it safe?
- Does it make Alianza a better place for everyone?
- Is it the best that I can do?
District Policy
- Each class must have a "Discipline Plan" posted
in the classroom and detailed in the teacher's Lesson Plan book.
Classroom rules, behavior expectations, procedures, consequences
and the school wide Discipline Referral System should be incorporated
into this plan.
- Alianza has made a commitment to integrating the concepts
and procedures known as Conflict Resolution into the culture
of the school. Each teacher is responsible for reviewing these
with their students.
- New District Discipline Policy for the district: In an effort
to make rules, expectations and consequences uniform throughout
the district, and to establish a clear understanding in our community
that our school is a safe place to be and that violence will
not be tolerated, there are some elements of the new discipline
policy that need to be communicated clearly by all staff, students
and parents:
- A student may be suspended for 5 days for fighting. Fighting
is defined as using any part of the body (fist, foot, head, etc.)
or implement (rock, pencil, chain) against another person with
the intent of hurting that person.
- A student will be expelled from the district for being in
posession of a knife, firearm, explosive or "DANGEROUS OBJECT".
If a student brings a pocket knife to school, that is defined
as a knife and that student will have to go through the expulsion
process, even if they had NO intention of using it against another
person.
- A student will be suspended for SEXUAL HARASSMENT, which
includes: inappropriate conduct, name calling or touching of
an individual.
- Teacher Suspension of a student: If a student for acts committed
in the classroom that are in violation of ED CODE 5402.1. Due
Process must be followed:
- The teacher must IMMEDIATELY inform the student of the violation
of which they are accused and the basis of the accusation.
- The pupil must be given an opportunity to explain their side
of the incident.
- The pupil will be sent to the principal. The principal will
complete the form and supervise the student for 90 minutes (the
equivalent of two secondary periods.)
- The teacher must arrange for a conference with the pupil's
parents as soon as possible.
- An alternative: A teacher may require a parent to attend
class the day the student returns from suspension or within three
days. Such a request must be made in the course of the actual
suspension.The Principal will write a letter requesting the parent's
presence. If "reasonable factors" preclude a parent
attending their child's class, the parent must state those reasons
in the space provided on the letter. The letter must be signed
by the parent and returned to the principal to be included in
the pupil's discipline file.

- These grade levels are responsible for cleaning up the school
grounds on the following specified days:
- Monday: Kinder
- Tuesday: First Grade
- Wednesday: Second Grade
- Thursday: Third Grade

23. Disaster Procedures
- Fire Bell
- Loud repeating horn.
- Evacuate to the field
- Stay lined up in your designated evacuation area until a
representative from the School Emergency Command Center tells
you it is clear to return to your class.
- Emergency Bell - LOCKDOWN
- Announcement over Intercom
- Students Duck, Cover & Hold.
- Teachers locks door.
- Evacuation when all clear sounds or announcement over intercom.
- Long sustained bell ring is All Clear Signal
- This will be used in the event a dangerous person comes onto
campus or we receive a report of "Shots Fired".
- Earthquake
- Emergency Bell
- Duck, Cover & Hold.
- Assess damage and injuries.
- If there are injuries send report with an aide or student
to the office. Teacher should remain with class
- Evacuation is teacher decision.
- In the event of a disaster every school employee becomes
an emergency worker.
- If such an event happens, our natural impulse will be to
rush home and take care of our families. Our professional obligation,
however, is to remain with our students. Make sure you establish
emergency plans with your family in the event you are not able
to leave school.
- Every room should have an emergency folder with an evacuation
map on the outside and a current student roster with phone numbers.
